SCHOOL VOUCHERS do not have to be politically devisive. Indeed they can be APOLITICAL provided they are implemented in an egalitarian manner, as has been achieved, for example, in Sweden. School vounchers will be a huge force for the good provided they are well designed and implemented in an equitable manner which does not distort what will then become an energised, envigorated and exciting new industry dedicated to the provision of high quality State Education services. This God, as they now say, is in the detail. So here's the detail:

  1. School vouchers are given by the State to parents to cover the annual cost of education of one student per annum in the core curriculum subjects as defined by The Department of Children, Schools and Families.
  2. Schools vouchers are redeemable only at OFSTED licensed and inspected schools who operate a Comprehensive Selection Policy (as defined by The Department of Children, Schools and Families) and which charge annual student fees equal to the national average expenditure by the State on State school students (n.b this is £6000 at current prices) for the provision of the Core Curriculum Service, (as defined by The Department of Children, Schools and Families)

  3. Additional school vouchers of, at current prices, £1500 per annum are payable to parents or guardians whose children are entitled to free school meals.

  4. School vouchers cut out red-tape and are therefore the quickest and most efficient means by which existing state schools can share their facilities with a variety of new, and smaller schools who will share the same school facilities to help raise standards.

  5. Schools vouchers are the quickest and most efficient means by which parents, charities, churches and businesses can take advantage of the new provisions set out in The Education Act 2006 “to establish new schools without a competition” and thereby enter the educational marketplace to improve standards and achievement for all state educated students.

  6. School vouchers are the most direct and democratic means by which parents can express their PERSONALISED wishes with respect to the education of their children.

  7. School vouchers place the heaviest possible burden and an irresistible imperative on the management and governing bodies of existing State schools to raise standards beyond the existing national average where 50% of school leavers do not attain the minimum standards expected by employers.

  8. School vouchers provide a simple market mechanism by which a new management team can partner with or takeover from a failing management team, utilising existing legislation in The Education Act 2006.

  9. School vouchers are the perfect bridge between the public and private sectors where the effective delivery of a public 'good' - which has been mandated by democratic election – can be used as a catalyst for the growth of additional products and services in the local, national and international knowledge markets.

  10. School Voucher's time has arrived because the State monopoly – indeed no single entity - is capable of understanding the significance of the ongoing, and effectively permanent, revolution of information technology i.e. the education industry. A pluralist, and flexible approach is required which can demonstrate the greatest sensitivity to what works and what doesn't; in other words, the student themselves and their parents.
